LJ finally confirmed it's a DDoS attack. Why they couldn't say that earlier, I don't know. (I'm more annoyed about the lack of communication than the outage itself.)
I am not joining G+ until and unless they sort out the TOS/naming issues that have been leading to account deletions and people sometimes being locked out of all Google services, which is as much about them not thinking through the problems with "names on legal IDs only" as it is the actual deletions. http://www.zdnet.com/blog/violetblue/four-things-google-plus-could-do-to-fix-google-plus/576
