Depends on the piece. If the piece is eye catching enough of its own, I'd use the first one. Your photoshop pieces would be a good example of this, those would look goofy with a tidy gray border around them. Something like this, something (technically) without any composition works really profits from a border.
But since I'm sure you want to be consistent and use the same thing for everything... I like a mix of the two, a smaller frame that would compliment and support simpler pictures while not interfering with art that stands on its own. I'd use A, center it, and put it in an html table myself!
