You're correct, I was interpreting it as "heavier than air", as a steam powered Zeppelin is completely uninteresting from an engineering standpoint, although a favorable weight to power ratio is still desirable.
BTW, someplace I have a reprint of a circa 1915 hobbyist magazine describing a steam powered model aeroplane. From what I recall, I wasn't convinced the author had actually built and flown such a model. I think I'll try to find it this weekend and maybe upload some scanned images.
