Seen this one before. I find that if I look right in the middle and try to concentrate my attention there, ignoring my peripheral vision, I can see the innermost circle as a circle without much difficulty. I can sort of do the same with the outermost if I back off. The two in the middle are harder to see that way.
If you scroll down so that the image is cut in half it's a lot easier to see the concentric arcs, although they still look off-kilter.
