Ok, I ask this one every now and again, but it's been a while since the last time, at least.

The Labrat Toolkit (http://robertmelton.com/?page_id=3) for beating Windows into shape.
I use the GIMP (http://www.gimp.org/) for graphics work, but it's not really appropriate for anything pro-level.
IE 7 (http://dean.edwards.name/IE7/) (not what you think) installed on the server side makes IE standards-compliant. Relatively speaking.
And just for fun, It's Full of Stars (http://www.geocities.com/CapeCanaveral/7472/ifosweb/index.htm).
